GER42 Investment pact between federal and state
governments and municipalities to modernize the
social infrastructure (Investitionspakt von Bund,
Ländern und Kommunen zur Modernizierung der
The ‘2008 Investment Pact’ between federal and state governments and municipalities to modernise the
social infrastructure provided funding for planning and construction measures with regard to social
infrastructure buildings in need of improvement in terms of energy efficiency. The financial contribution
was provided in the form of a grant towards the investment costs. Funding was particularly provided to
municipalities with a difficult budget situation, which therefore find it hard to finance energy-saving
measures. They received funding of up to 90 % (compared to 66 %) of the investment costs. The
investment pact enabled the implementation of measures that otherwise could not have been taken owing
to existing obstacles to financing.
The focus of the investment pact is the direct or indirect energetic modernization of public buildings.
Investment grants are given to accelerate the progress of energetic modernization of social infrastructure
in communities wherever there is a large existing building strucuture with high energy savings potential.
The Pact was supplemented by efforts of the federal and state governments to improve energy efficiency
in their own buildings.
In Germany there are about 40,000 schools, approximately 48,000 kindergartens, nurseries and crèches,
as well as tens of thousands (school) gyms. About half of these 150,000 building urgently need energy
renovation. Especially in schools buildings of 60s and 70s, expensive energy is being wasted. The same
applies to day care centers and youth centers. The grant is for the cities and municipalities which are in
difficult budgetary situation and are not able to reduce the accumulated backlog of investments in recent
years on their own. Therefore, the federal government supports in cooperation with states and
municipalities energy rehabilitation of social infrastructure especially in municipalities in "difficult"
budget situation with the help of government grants.
The investment pact has following objectives;
Climate change through energy savings and CO2 reduction,
Stabilize the construction industry by promoting the local middle class, Social Investment,
particularly in schools, kindergartens, gymnasiums and youth facilities,
Reduction of the investment backlog in communities with financial distress or tight budgets and
long-term relief of local budgets by cost savings on energy.
Contribution to the early transfer of knowledge to children and young people about energy
conservation and climate protection.
Triggering positive employment effects for the local middle class, with mostly small-scale
construction and renovation activities.
Grant applications aren’t possible since the 1st January 2011. The already approved projects are
completed until the end of 2013.
Impact evaluation (methods and results)
Impact evaluation of the energy savings has been carried out by Prognos and the findings have been
included in the 3rd NEEAP and the Article 7 notification. The results are summarized in the table
